You are looking to "slipstream" a Windows disk.

Then make it loadable from USB.

gah, one of the only things it doesn't tell me is how to add programs (drivers would be nice too, but it seems pretty time consuming for something I can do simply).

Slipstreaming is adding whatever you want to the install disk. I burn slipstream disks constantly at work when new computers come in. All my XP install disks have full system drivers and SP3 by default.

Takes about half an hour to complete a disk from start to ripping the disk.
