So they're abandoned radio stations from the coldwar that still send out transmissions sometimes?

Well, the thing is that it's not abandoned. No one knows what its purpose is, and having a station like that costs ALOT of money each year. The fact that it only transmits a repetitive alarm since the 80's makes it creepy. Whatever its purpose is, it's very important.

It appears that after 20 years, it started broadcasting a new voice message.

Drop the stream url into your audio player. It has an m3u extension, should play just like any m3u file from a cd.

m3u generally is like a playlist, it just has a record of the tracks on a disk. You may have seen them in some cd downloads.
