Well everytime I try to view Shift_JS it displays an odd looking block. I would like to fix this because I frequently browse 2ch, 4-ch, 4chan's textboards, and Tablecat.

it's most likely Chinese or Japanese characters. I'm guessing you have windows XP because windows 7 comes pre-installed with language packs.

I thought only ultimate or higher versions got language packs.

I fixed it thanks for the help guys! Turns out I was I didn't have Mona Font installed. I didn't think I had to install it since Windows 7 had it pre-installed but it wasn't that hard to fix.
