Well recently scientists have created synthetic life which involved creating genes, so it is actually possible to alter genes. | it's not really a "synthetic life". they just inserted genes in a bacteria and let it reproduce.
i'm not sure about going into a fertilized egg and actually changing the dna is possible, but im sure it's very hard. so the best way is selective breeding.

Well they created the DNA and just used a cell as a host. But yeah, it's not really efficient at the moment.

GM - Genetically Modified (Not synthesized)
What they did was put the code into a computer and it made the gene. I think (Not 100%) that GM is done via selective breeding or injecting DNA from another species.
