defiantly go for flash if you are good with it or you are good with java.
You can make some pretty good stuff with those two!

Some things I enjoy seeing with websites:
- Simplicity.
- Clean but vibrant design; not boring or plain.
- Non-frame layout. (They are evil...)
- Active community; administration.
- Legit content; actual English (if the site is set to be English).
Overall simply put, a site not ran by a 14 year old.

No blinking/moving crap so my eyes pick up and lock onto things easily.
Max. three clicks to find what I need.
