Are you following the recommended item builds? Although they might not be the best, they're meant for newer players to help them get into the game, generally adding in regen/defence type items to help survive, without leaving out too many damage items for you to have a decent enough damage output. They're good up until you're good enough to make your OWN builds, just by looking at what you think your character might need. (I do this a lot myself.)
If you tell me what kind of play style you like to have (being a tank, assassin, mage, etc.) I could possibly recommend you some cool characters to try out if you'd like.

Also how come i get no runes yet? and what are some good characters for starters like me?

You have to buy runes with IP.
For this champion rotation, I'd probably recommend Warick, Ryze, or Gangplank.
Gangplank was actually the first champion I played in a normal game (I know I've used this picture a lot, but still ;-;)
