maybe in the options you ticked an option that your graphics card doesnt support?

I think it's the gloom effect, else idk

My current options are
Resolution - 1280x1024
Refresh rate - 75
windowed - false
V-sync - true
Detail level - medium (Same problem when put on max)
Advanced;
Anti-aliasing - X4
Shadow detail - Off
Depth of field - True
Motion Blur - True
Particle detail - medium.

Try going absolutely minimal, if it fixes it, it's an option, else it's a bug or something
