Interesting o_O So that would suggest 4 more access flags have been added.

I'm not sure if I like the sound of that.

I wonder what the reason is that it needs to be 0xFFF for versions below -- why would the 4 flags coming before the last 16 flags even be checked for determining access privileges...

It's mainly one [public] flag that was added which is:
PROCESS_QUERY_LIMITED_INFORMATION

Microsoft uses 0xFFFF to specify all flags more or less so as a fail-safe in case they plan to add more flags later on I would assume.

There may be other undocumented flags that were added, but for documented ones, that is the only one that was added.

As stated on MSDN as well:
PROCESS_ALL_ACCESS

Windows Server 2003 and Windows XP/2000: The size of the PROCESS_ALL_ACCESS flag increased on Windows Server 2008 and Windows Vista. If an application compiled for Windows Server 2008 and Windows Vista is run on Windows Server 2003 or Windows XP/2000, the PROCESS_ALL_ACCESS flag is too large and the function specifying this flag fails with ERROR_ACCESS_DENIED. To avoid this problem, specify the minimum set of access rights required for the operation. If PROCESS_ALL_ACCESS must be used, set _WIN32_WINNT to the minimum operating system targeted by your application (for example,
#define _WIN32_WINNT _WIN32_WINNT_WINXP).

Meaning they're wasting our valuable processing time checking to see if the flag data contains any bits set other than the last 16. Pointless rudeness I says.
