If you got Win7 or Vista, head over to sound properties. Click on your speakers>advanced and look for loudness equalization. If you see it, enable it, and apply the settings.

If you use VLC, you could scroll the mouse wheel to increase volume up to 400%.

No, bad. I disabled it and everything got louder on my laptop. And it got louder on my desktop headphones too. Not saying you're wrong, just saying thats what happened for me when I disabled it. For a laptop, speakers can be pretty limited on volume. You could buy laptop speakers though.

Not sure how you can disable that feature when it's actually disabled by default.

Also not all laptops will need to have this feature enabled.
I've notice is factory install OS don't need to, but if you do a clean install with your own OEM disc. The sound is really really low even if you set your volume up to 100%. Too bad laptop these days sans the actual volume control knob that's found in the old days, although I still see some Toshiba model still having that feature.

The volume know is independent from the OS sound volume

Yea my buddies toshiba has it and its loud. Me, I turned on the equalizer while fixing my mic, and later turned it off to find it made everything louder. I used the a retail copy on my netbook and its louder with it off still, so I'm not sure. Still, laptop speakers would do the trick. I swear they made laptops so low volume so peopel would buy such things.
