If there are no visible water damages then you might get away with that although they do have some high-tech equipment that takes a "x-ray" image of some sort where lying isn't the best option.

i got them 3 months ago, they have been drying since the first post. when I turn it on the fans spin and nothing displays on the monitor.

Should be, unless you tried to made a dry ice mold and snapped the socket in half, or tried to hardcore overclock and didn't realize the socket had "foxconn" logo and burned your chip.
