ok so i'm about to be killed here.

C and I have a big problem with the Safari zone in Pokemon HGSS. We've done both quests and we're the owner or w/e of the safari zone, however, this was done shortly after we got our eight badge.
We've literally spent twenty five in game hours after this. we've gotten all 16 badges, and we've even beaten red, however, we still haven't gotten the call for the Blocks.

we keep calling that Baoba or whatever his name is and he keeps saying he's thinking of something new. Nothing seems to get him to call. Supposedly he calls after you get the National Dex, but there was never such a call.

What the hell is the problem?
