Lugia is Psychic. he can learn some Water moves. Just as Ho-Oh can learn Electric moves.
I say Lugia has a slight advantage, but Ho-Oh can win a fight against Lugia if right moves are used. |
Yes, you are right. But, I don't use legendaries so it doesn't worry me too much, I just liked the fact that Lugia in SS comes at lvl 70+. |
I caught mine at level 45 not 70. |

This is correct but i like more fire than water and Ho-oh can also learn electric attack
