No. A legendary is a pokemon with some kind of influence on the story. Mewtwo was an influence in the original, which is what made Team rocket powerful untill it ran. Legendarys all have amazing stats too. Some more than others.

Now if you want a god among pokemon, SCIZOR! He has a max attack of 394 with adamant nature and full attack EVs. Now we go into sword dance. 1 for power, 2 for annihilation, 3 for god. I sword dance will push a scizor's attack above 700.
