I'd recommend an Asus Silent Square Pro. I have one on my LGA775 board and it keeps my Core 2 E8500 @3.6GHz down to 37C on idle, never really goes much over 60C on a Prime95 torture test. Not 100% sure it'll fit an i7 board, so check if you're thinking of buying.

Regarding in-OS overclocking tools, be very careful. You have to remember that when you're in the BIOS, the only thing the CPU and memory have to deal with is the miniscule amount of resources consumed by BIOS operations. When you're in the OS, there's a whole lot extra going on. If there's an error due to your overclocking getting too much for the hardware, your machine could BSOD and still be sat at a dangerously high temperature. If you don't catch it in time, you could kill your CPU, RAM or even your board. In the BIOS this isn't as much of an issue, since it automatically hard-reboots in most cases.

My personal experience with such tools has been negative, and I'd suggest sticking to the tried-and-tested BIOS options.

yeah, no.
