Is there an LED on the motherboard itself to indicate that it gets power when the PSU is on? The front panel connections can be confusing, the motherboard manual should be your go-to resource (bigger companies like ASUS or Gigabyte will have better documentation than cheap boards straight from Taiwan). Black is ground, negative.
See page 28 of your motherboard manual and see if the case has any sort of documentation for you. If not, use the diagram for the motherboard and look up the wires' colors. It's probably pretty generic.

for my cables, it shows white should be ground.

i've been at this for 30-45 minutes and still nothing :\
it wont turn on

Try jumping the two "power switch" pins (connect them briefly with a screwdriver or paperclip or something). If that works it just means the front panel connectors aren't in correctly. Is that LED lit when the PSU is switched on?

Page 29 has a diagram of the front panel connector pins.
The ones that are labeled PW+ and PW- are for the power switch. To manually jump them (effectively the same thing as pressing a correctly-installed power button), just connect those two pins with something metal.
See if that powers it on.

so basically you want me to get a paperclip or something and connect those two pins?

Yes, that should send a signal to the power supply to get things rolling.
If that doesn't work and the power supply is on (and plugged into the motherboard of course), did you remember the standoffs between the case and motherboard? Sometimes if they're not used there can be a short and strange behavior.

im still confused with what i have to go
just grab the PWR wire and put a paper clip next to it?

The pins labeled PWR on the motherboard where the front panel stuff gets plugged in. See your manual, under Internal connectors>Front panel. Just touch the two "PWR" pins simultaneously with a paper clip or something. You don't have to hold it there, it should just start.
But in the way of connecting the front panel switches, the motherboard manual and case manuals really should have all you need.

basically just open up a paperclip, put one end into one pin and the other into the other pin?

then turn on?

but i mean HOW exactly do i jump them? get two paper clips put one end into the outlet & the others touching those two?

bridge the 2 pins with something conductive, a screwdriver, a paperclip, whatever
