I mean like, was it a pokemon that was supposed to be added, like. . . Mewtwo, but was never fully implemented?

yes it was supposed to be missingno. but failed, and ended up as missingno.

It was fully implemented.
You could catch it.
If it wasn't fully implemented you wouldn't be able to catch it.
