Without reinstalling the OS, I want all of the files gone, all the programs, back to when I first loaded it. How can I do this?

Manually.
Uninstall everything, delete everything that doesn't come with a vanilla install (including temp/application files), use a program to clean out the registry.

I remember there was an option like this in XP, you'd boot off of the CD then go into the recovery and select complete restore, select your C: then also select Leave the current file system intact , which uninstalls all programs, replaces the windows folder with a new one but keeps all of your files

Just re-download Windows 7. Go buy a copy or get it through *other* means if you don't want to pay.

Windows 7 Ultimate lets you create a image of the entire OS which lets you restore back to its original condition (back to when you first load it).

If you did not create one, then you will need to install Win7 and programs from scratch.
