Have you ever tried linux? The newest ubuntu almost doesn't require the usage of the terminal. Everything's getting GUIfied >_>
@OP - try to use the vista theme from here. I don't know if it will work.

Linux has no look, it's up to the user/distro to install/include a desktop environment such as GNOME, KDE, CDE, etc. Ubuntu is Linux, but Linux is not Ubuntu.

You don't even need a theme to do that. Just set your Taskbar Location to top rather than bottom, though the taskbar Properties right-click shell option.
