It takes around 10-20 seconds for me to test ping, test games and then join it.
It used to be fucked up though, but then I googled around and shit and people said that port forwarding helped, so I did it, and now I got no problems.

It's a console. Not PC.
The PC version of MW2 takes around the same time anyways, with IWNet fucking shit up.
