I don't know, what kind of necromancer do you want to make?
Pure summoning?
Pure Bone/Poison?
Either way, you're likely going to be using curses :X
I'm not that good with builds though, I'm sure you could find some good ones online, but I'm not sure, I usually made my own lululu

I dunno, I'd go with some sort of tank necro, which would be pure summoning?

Well, if you want a TANK, you're likely going to be putting up Bone Armor.
Pure Summoning would be like
20 skeletons
20 skeletal mastery
20 (some sort of golem of your preference)
maybe some skills into golem mastery
20 summon resist
20 Iron Maiden I think (curses)
I haven't played Diablo in a while, lol.
