Shoot the head.
Also, you'll find it hard to kill things that are three levels above you. Do re-runs of different areas till you get to their level. I would suggest you do the place right outside Sledge's Safehouse. There's a lot of good lv10-14 Skags and Bandits that will level you up pretty quick.
Edit:
Human enemies die automatically if you manage to break off their legs. If you can't aim for their head, then try shooting off their legs.

there is no such thing as headshot on the game, but it is indeed the weakpoint, but it's kinda crappy because no matterh ow many times u shoot it in the head it just won't die. |
A shot to the head will always be a headshot. -_-
There are headshots in the game. Hunters do it all the time. You blow your enemies head off. Even the other jobs can do it. As long as you hit the head, you'll either: A) Inflict Critical damage, or B) Instant Kill if weapon is strong enough.
