??? I'm confused. So you want a CPU. Central processing unit. For your laptop (i7 920 is desktop)? CONFLICT: the edited original post refers to getting an entirely new system.
With your current setup, the issue is Windows not starting up. You should run some diagnostics on the hard drive, attempt a system repair, etc before moving to purchasing new hardware.

Yeah I'm completely lost. Explain precisely what you want us to give you. Even the most expensive processors (excluding the i7 920 Extreme) are just under $300, but you want a duo? And then you say "it doesn't have to have a huge HDD," but...processor...hard drive...completely separate components. Then you also are talking about a monitor...all of that lead to me thinking that you needed a whole new computer and that you had just mistaken CPU for computer.

In fact, I think you DID mix those up the first time around, and are now just trying to cover for it.

So explain EXACTLY what you want us to get you.
