Buy cheap ones, people will ruin your computer like nothing.
Don't invest that much.

I'd have a looksy through here

Or better yet, I'd buy parts and build them myself. This'll also help when little fucks break something and you need to have it repaired, self repair > a shop.

Would you be allowing them to play games and such on it or not?

This. Is it going to be a gaming internet cafe, or one where people from universities and whatnot can go after school to do homework and shit?

Going to be gaming since regular internet cafe don't get that much profit.
