that doesn't share anything with the other account so i can reinstall steam and have no connections whatsoever between the accounts.

Move your steam.exe into a folder named like steam cracked, run it and it's a new steam, I think it installs a new one.

can't you just run the installer for steam and then tell it to install in a different place?

Repair and uninstall are the only options when you already have it installed.
