its a work with the smudge tool, the blur tool and some dynamics with the brushes, all done with the default faux finish brushes set, manual work.
first I cropped the principal "render" and pasted it twice, worked on the mid layer and started smudging out with my Dynamic brush on fade and made a little of slow scattering and adding rotation randomness.
then I added some color manually with basic brushes and started smudging again all from the center point to out of the frame.
basically that's the technique.

Yeah well I was thinking 3ds Max 9, not photoshop.
