If you have a track near your house, do several laps and do 30-40 situps/crunches in between every few laps

Running is the ultimate toner for every part of your body, just make sure you do it right.
Like barefoot running on soft dirt is better on your knees than shoes or cement.

He wants to build muscle, not tone.
And weight bearing exercise builds more muscle.

None of those fools know what building muscle is about.

1. You need to have a low body fat percentage for visible abs, some where around 8-11% body fat
2. You need a proper diet that has plenty of protein, low fat and carbohydrates etc.

1) You don't need that low of a body fat percentage; I know guys with close to 15 to 18% who have visible abs.
2) You need to watch your carb-intake, ensuring to eat more as you work out more, less as you workout less.

Anyways, OP, on top of a good diet, running/aerobic activity will help you drop fat quickly. Putting on more muscle will require ab-workouts; get a medicine ball or a 45lb plate, and do different types of crunches to work your abs.

But, don't get me wrong, you'll definitely need to be skinny, with a somewhat low body fat %. I do an ab-workout using two-45lb plates, but because I've been trying to put on more weight, I don't have noticeable abs.

Focus primarily on mid-distance to long-distance running and careful dieting, with a secondary focus on ab-workouts. Last January, I went on a diet for three months and dropped about 24 pounds (With around 5-7 pounds of it being water weight), doing mainly many timed mile runs.

Swimming would be good, but then you run the risk of darkening your skin tone. I'd say situps and pushups are good for developing arms and abs at the same time.
