I don't think it's fake as windows 7 will obviously not be Microsoft's final OS. Eventually they will make windows 8. Also right after vista launch Microsoft already started planning the next release so this isn't all that different.

There isn't only one team that designs the OS at MS, and it's no surprise it could be a possibility that during the developing of Windows 7 another set of team has already started on Windows 8.
Much like processors, while we are still using 45nm, 32nm has already started and this years IDF, Intel has already demonstrated a CPU that's 22nm.

so? shouldn't their main objective now be to improve on it and release updates for a while then when they get enough user feedback they can start on windows 8

It's no huge surprise that they'd be planning something new. It's not like every worker is working on future stuff, just like they don't all work to update current stuff.
