if fraps is recording, then it's shitting on your HD and CPU.
if it's not, it's probably the SA:MP DirectX hooks not playing nice with FRAPS

Because running multiple high-CPU usage programs (especially when one hooks onto another), your computer will run slow.

But for some reason with me when I try record a Fullscreen game, it records desktop, although i'm in the game... But try it...

Well any recorder is going to make your computer run slow when recording anything, even if it isn't a game, unless you have a really good computer. Try to see if you can record just the screen (with no game) to see if it runs smoothly. If it lags just a little bit then, it will most likely lag 3x as much while playing a game at the same time. But if you are going to record a game, you might wanna check out XFire's built-in recorder, I don't know how good it is though.

xfire's recorder is pretty excellent, makes it simple as shit to record, upload, etc.
recording is simply a slow process though, it will always be resource intensive.
