The file encryption seems to be in order. The ID is correct too. The problems have to do with the code itself.

Done. I fixed them all and added a few for my own satisfaction of completion.

Well... bad news. Even with your edit version of them, they still dont work. If anyone else has had this problem with these please say something, or is it just me being stupid and totally screwing up the cheats?

The one I made should work... The only ways it wouldn't work is if you misplaced the file, didn't extract it, have an older firmware, or you have another cheat file in the system but I highly doubt that.

This was made for the US version of Pokemon Diamond.

This could be a problem with your R4's firmware. I suggest using a replacement firmware such as YSMenu or the R4i's firmware. This will also fix some game compatibility issues. If you are still having troubles then a good site to ask help from is GBATemp, although "search" before you start asking questions.

Noko- Im sure because they show up in their own cheat box, its just that when activated, nothing happens.
