well for $650 don't expect to get a high end gaming pc. Also, what games did you have in mind?
I could break rule 11 and tell you to build your own computer as it would be far better than any pc you would get off the market but since you don't know crap about computers......
some things to look for:
duo core > dual core (or try to go for quad)
at least 2-3 Gigs of RAM
dedicated graphics > integrated

Could get an AMD Phenom II build to make the money go further.
Basically,
2x2GB DDR2 800 memory
Corsair/PC Power&Cooling/other good brand ~400-500W PSU
Antec 300 chassis
S1283 CPU heatsink/fan (overclock!)
ATI Radeon HD 4870

You can play L4D and L4D2 on 360 too, but I would recommend you play them on a PC. You don't need a very good PC to play either, and the money you already have will be more than sufficient to buy a PC to play them.

Get a GeForce 9800 GTX+ along with any dual core (but preferably quad-core) CPU. Those together should run you no more than $250, and you'll have $400-$650 remaining for the case, hard drive, RAM, motherboard, DVD drive, and power supply.
Trust me this would be the way to go. As for a CPU I'd recommend the E7400.

Maybe not 3-4 years ago, but at least now for $650 you can get a high end gaming PC. At least, if I were to spend about $3,000 on a rig 3 years ago, I sure as hell would like to call it a "gaming PC"... and now in 2009, a PC that was priced at $3,000 three years ago would now cost about $700.
Computer technology advanced *extremely* super quick in the past decade, but now it's slowing down as we have reached the physical limitations of the technology.

Please DO NOT BUY anything from CyberPowerPC, all the shits they use are refurbished stuffs, it's why their computers are so cheap.
If you want to buy a gaming comp, I suggest iBuyPower.
