| A Linux that can be used to boot up your computer with a LiveCD. But you can't access BIOS, therefore the chance of booting from your CD drive is slim.

Why are your parents shutting down your computer when you log in? It makes no sense. If they're going to give you a computer and not let you use it, there's not much point at all.

He said that they think he is spending too much time on the computer, they did put several other things to limit his activity, but after they all failed, this was their last resort.

I don't see why his parents can't just tell him to get off the PC. It's a lot simpler and easier. Besides, limiting time on the PC is stupid. It's proven to improve concentration and IT skills are invaluable to employers. Ok, if you're just browsing pr0n and chatting on MSN then the point is moot, but you get what I'm saying.
If you have access to a second PC, remove the hard drive of your PC and put it in that one as a slave - i.e. boot from the second PC's normal drive and treat your PC's drive as a secondary disk. Open up Registry editor and click File -> Load Hive. Then go into C:\Windows\System3\config and load the file called "system". This will allow you to edit your PC's registry hive. I suggest you back up the file before you start editing stuff. Go into the usual startup keys and delete the entry for whatever application that is shutting down the machine.

Highly unlikely that I have access to a second PC.
Looks like there's nothing I can do.

Go to a friend's house for a second computer? If you can't do that you can always reset the BIOS. Then you would be able to boot of CDs. If you want to just be able to get into the Administrator account refer to this article. If you want to just edit the registry from Linux, refer to this article.

Not likely for me as well. I can only think of the following 2 options to take the message apart.
1) Create a virus myself and then open it. Function of virus is to prevent users from shutting down. (Con: Has to be a reliable source)
2) Keylog myself. (Also has to be a reliable source)
