Can I do this? I dont have any bolts or washers. Basicly the cheap plastic spikes finally broke. Its for my dads desktop. Should He just buy a new heatsink, or can I use some metal wire to tie it in? Im figuring I could wrap it in metal to keep it held tight.

Just buy a new damn heatsink their like 20 bucks.

I agree, I wouldn't want to risk the metal short circuiting...
Buy a new Heat sink.

You need clamps with the correct amount of tension on the core, too little and you don't get enough surface contact and overheat, too much and you crack the core. I've machined plates out of aluminum for heatsinks before, but I wouldn't recommend it unless you have experience and the necessary tools. Metal wire is definitely a no go.

Tl;dr just buy a heatsink, they're like $10.

if they are actually holding it tightly so it makes contact with the core, no.

if they are just there for support, you can probably get away with being ghetto.
