Tinypic doesn't change the file format, firefox shows that is a JPEG image. However the extension on the link doesn't matter:

Save it as a png then upload to tinypic and firefox should say PNG Image on top.

Is not tinypic's fault, is yours.

Yeah, i think TinyPic doesn't realise that .bmp is a valid image extension so it converts to .JPG.
