I (literally) just finished putting together my next build, and when I tried to power it on, it would stay on for about 3 seconds, and then turn off for a few seconds, and repeat that cycle over and over.
I'm pretty sure the power supply is fine, I tested it beforehand on another computer and it ran steadily, and it should have more than enough power to run my PC. I'm pretty sure that I connected everything I should and that all of my power connectors are in correctly.

Here are the parts I used:
Motherboard: GIGABYTE GA-EP45-UD3R
Case: Antec 900
CPU: Intel E5200
RAM: OCZ 800mhz SLI 2x2 GB
Video card: POWERCOLOR ATI Radeon HD4870 512mb
CPU cooler: XIGMATEK Dark Knight
Hard drive: Hitachi 7200RPM 5000GB SATA
Apevia 700w power supply (I checked, it has enough amps on the +12v rails for the video card.)

I am using the stock fans, and nothing I do seems to affect anything.
I'll attach a video to show what I mean.

EDIT: I also tried booting up with just one stick of ram, same thing.

EDIT:I was experimenting, and I found that unplugging the CPU power completely will let it run, but with no post (Or anything else for that matter.) Just no restarts...

1)try booting up with out any USB or PS/2 devices in

2)Check to make sure your cpu fan spins

3)then try to see if it doesn't shut down by unplugging the power cord to your gpu

4)flip the back switch on your psu to off hit power button, turn on and tyr that

5)try clearing the cmos

6)trying using that PSU for another computer *plug it all in*

If 3 works your PSU is too weak. If 6 doesn't work your PSU is bad, if it does work your motherboard is bad

1) There was nothing in but the power wire
2)It does.
3)It still shuts down.
4)Nope, same thing.
5)...Does nothing, I've never even had it long enough to change BIOS settings.
6)I already stated that it did work in another computer.

Is there any way to verify it's the motherboard?

Have you connected the 4pin power connecter to the mobo?

try clearing the cmos seriously, it does work some times.

Check if you can use the ram speed on the ram stick. This happen to a lot of my friends.

Also I would also try that cpu in another board if you have that option if not call up gigabyte and ask them whats going on.

I got afew tips:

1, Try different RAM slots
2, Try running it without videocard
3, Look that you connected the 4pin power connector to the motherboard.
Its usually at the upper left corner.
4, Try if possible with different kind of ram.
