All I did was start the computer as safe mode and remove the UAC so their is no need for administrator access. But I still get 1 file error ever time my computer starts and I'm going to fix it, it always says "streamci error".

Do a virus scan on your computer, and then uninstall the AV you use
Could be you have a virus that has infected your .exe files (Ce's folder is set to writable), or your anti-virus is being a retard and asks you each time you run it if you want to 'consent' running it. Of course, being an AV it's by nature a crap program, so it doesn't work properly and just crashes _________________

Executing an image that requests administrative rights causes the
Application Information Service (also known as AIS, contained in
%SystemRoot%\System32\Appinfo.dll), which runs inside a Service Host process
(%SystemRoot%\System32\Svchost .exe), to launch Consent.exe
(%SystemRoot%\System32\Consent.exe).
From the information that you supplied, it seems that not only have you lost
Administrative powers but some System32 files may have been corrupted.
Your quickest remedy may be to reinstall Vista and rebuild a stable
environment.

Crap... I have no virus scanner installed anymore, I removed norton. Does anybody know a good free one?
Edit:All my EXE files that use Administration all fail to load showing console =(
I don't even have my administration powers. I'm going to check control panel.
Edit: I can't even install a virus scanner, it says show what you want to open the EXE with...
I'll try this 'File association fixes for Windows Vista'
Edit:I can't edit the registry.
I think Daniels right... but my computer still has Windows Defender and it works fine and this old virus rev from April 2009. I'm going to scan right now.
