I believe that it contains encrypted/hidden files that are made to be used for HP Recovery...
So when you want to reformat, you use your recovery disc which uses that hidden partition aswell...
I'm not too sure though....

No. You cant hide files from the os. I found out that they were system files and were therefor not shown by default.

Yes you can hide files from the OS...
Look at Encryption/Partition Hiding Software...

That partition is made by your OEM and super hidden for a reason.

You really SHOULD not mess with that at all....

don't worry about it. I have the exact same thing. Of course the files are hidden so you don't tamper with them.

Also I have a question. I've upgraded to windows 7, Would my recovery partition still work and bring me back to vista?

don't forget to disable "hide protected operating system files" (and even then it won't always show it, in those cases, open a command prompt, go to that folder, and do a "dir /a" )
