No, which pisses me off.
I went to the "advanced settings" and "hardware monitor", and it says CPU Fan speed and shit, and nothing on "Enable this CPU, disable this CPU", or anything like that.

If you disabled your fan, you'd overheat and explode. Better dig into your PC and pull it out.

There's a very simple way of getting your bios to let you clock your CPU speed. Hal.dll is the dll which disables your bios from letting you to clock it. If you delete it, it should essentially let you clock your CPU to what you want. I said essentially because some bios use another file to check and see if hal.dll is deleted. This is boot.ini. You can delete both from C:\Windows\System32. After that just restart and go into bios and you should be able to clock everything to what you prefer.

Why in the fuck would you even begin you think reformatting your computer would affect how loud it is? Oh wait, you're like 13 or something... makes sense.

Secondly, what the fuck are you on about? CPU fan speed is the setting you're looking to adjust, why are you looking for "enable cpu". How and why would you disable your one and only CPU...?

Thirdly, the only way your computer could be loud enough to bug you is if you have it right next to you on your desk or something. In which case, be a normal person and set it on the floor out of sight... then you wont hear it anymore.

Why? It's the truth. I've done it and now my CPU is OC'd to 3.2GHz.

Oh yes, I now remember the color quoting days. I had to reformat cause this computer will not even load the system driver for some reason.., and I tried safe mode and crap.

Secondly, what the fuck are you on about? CPU fan speed is the setting you're looking to adjust, why are you looking for "enable cpu". How and why would you disable your one and only CPU...?
Well not that exactly, I just couldn't think of anything else, and my Processor is Dual-Core. It's actually split into 800MHz pieces.

Thirdly, the only way your computer could be loud enough to bug you is if you have it right next to you on your desk or something. In which case, be a normal person and set it on the floor out of sight... then you wont hear it anymore.
Sorry, if I changed the setup of this shit, I have two problems:
1. My dad might ask why (Why would you want to not hear CPU Fan?)
2. We suck at hardware appliances, don't have enough cords.

@Asn3s or whatever:
I'm not that stupid...

Check in your bios if theres some sort of smart fan control option or something. If there is, turn it on
