adobe cs4 photoshop problem

well i dont noe how 2 rly explain tis but sumtimes i cant use any of the tools such as brush or pen tool.my cursor just becomes the hand with the gloves.then if i want a while,i can use the tools again.

how can i stop tis from happening?

Possibly low specs?
You should ask the Art section this swell, as Computer Talk user's may not be as experienced on PS as Art users...

The file you are editing might not be editable using those tools with the file settings. It can be caused by a host of things, but first try creating a new document at RGB 8-bit and edit that.
