I'll ask here, I need a picture of a mountain, with a city on it, preferred in black and white. With the Title Earth and High heaven and the Author is Gwethalyn Grayam.

The one someone made before was unacceptable because it didn't relate to the story. The mountain with a city on it does. Also if we can have the city looking like 1940's, it'd be nice.

in cs4 just go to channels and remove all but one color.

In the layers press the gradient map. Select black and white.

layer > new adjustment layer > gradient map
Make it black and white, click ok.
Then in the layer panel select the layer and at the top where it says 'Normal' in a dropdown list, click it and make it 'color'.
