There are several programs that can help you with this, as of right now this is what i did and my games are starting up quick and running smooth.

Download Game Boooster

Game Booster closes all background applications that you don't need to run the game.

CCleaner

CCleaner removes unused files from your system allowing Windows to run faster and freeing up valuable hard disk space. It also cleans deletes traces of your online activities such as your Internet history. Additionally it contains a fully featured registry cleaner. But the best part is that it's fast

Your computer can greatly be slowed down by viruses, i highly suggest you run a virus scan with a modern and updated virus scanner.

Advanced Users of Windows Only
If you are advanced you probably know this...
You can go to Start>Run>Msconfig and play around with start up applications, this really helped me a lot seeing that when i am on my windows screen i just like to run my game quickly but they usually crash or take a long time to load.

If all this did not help... You can always try reformatting. (You need your OS's CD)

Msconfig tweaking is great, but ages ago when I was very inexperienced with computers I needed to reformat because I screwed it up :3

So, make sure you know what you're doing while you're going through there.
