The base isn't, but the layers might be tricky.

Try decompiling it, I'm sure it was made with code(Actionscript).

I would say made in Flash using Actionscript.

Download [Sothink] SWF Decompiler and see what you get.

I didn't know that you could make bone systems with flash >.>...
code seems like pretty complex... but I'm not sure if 3D controls are integrated with Flash CS4...

(( try pressing click and wait 5 minutes, check if your machine collapses ;3))

It would take time to design but I doubt the coding would be extremely hard, you'd want one part to follow the other part closely but not exactly behind, then again; it really depends.

I'm sure is all code, and the coding part is not easy even if part of it was designed.

I assume you would code it to follow the mouse trail at different intervals, would that be too hard? But yes, if it is completely created by code that is something.
