the principal use of flash is to make interactive interfaces with animations.
I'm not saying that you cant draw with it. I said that you can (( in my previous post)) but its not dedicated for that. like other softwares.

Obviously that by content they are not specifically saying GUI wise.
Also your description of drawing seems to be vector art. The programs you mentioned above including photoshop also work for drawings.
