Start eating healthier. Do the basic exercises you can do at home ; PushUps, SitUps, all that.
There's also jogging.
Should help a bit.

Here is a basic idea of how your body works.
Your body needs energy to repair muscles that have torn (IE: working out with weights, or repetition) and it looks for protein to repair those muscles. If you have no protein, it will start to eat your lean muscle more than it does your fat, so simply starving yourself is a bad idea as it will consume more muscle than it does fat.
I'm kind of in the same boat as you (though I was told I don't need to lose any weight, but I need to drop the % of fat on my body and gain muscle) and I'm going to a gym and have a 4 month plan with a private trainer to push me in the right direction... (I'm spending about $1,500 for a private trainer).
I know you won't see as much improvements like I'm seeing as you aren't willing to spend any money (or aren't able to) but really, you need to take some time to read up on heart rates and how to figure out your zones. If you work too hard your body will turn to lean muscle to fuel your work out... so often times, you need to lower your work out otherwise you are slowing your progress.
So some starter questions for you would be:
How old are you?
How tall are you?
Your weight?
Any physical activities?
Have a job?
Go to school?
You need to set goals, its impossible to see improvements if you don't know what it is your trying to accomplish.
What is a day of eating for you?
Breakfast?
Lunch?
Snack?
Dinner?
How much water do you drink on a daily basis?
It is MUCH easier to burn fat at a younger age as your metabolism is running fast as you are constantly growing.
