In ohio, if you have your temps (learning permit?) you have to have an adult 21 years or older with a valid drivers license in the car, even after 18, same applies for 16.

In germany you can start by 16, drive when 17 (with someone who has a valid driver license and is 18+).
When you're 18, you can drive by yourself.

Here is 16, but you will need an adult with a valid drivers license to be with you at all times. Driving is limited, there is a certain time when your not allow to drive.
Your driver license will have the words "Under 21" in huge bold red letter plaster on it which I find to be pretty annoying a degrading.
