Look at the title, I request that the CEF add on a graphics Category or at least a small forum inside general discussion for it.

Pros
Its creative and can become a learning forum for people that are new to graphics
Its a whole 'nother area for people to help one another and become a better community
It would probably bring more members in because there's more to do
It would prevent boredom to people that like graphics (EG: if waiting for a reply on a topic, you could go to the graphics section and help someone out real fast or something)

Cons
You'd have to pick mods, I guess that might pose a problem
I've never cared for PHP, I used it for like 20 minutes and decided IPB was better, so I don't remember if adding forums was easy or hard, I suppose adding it might take a minute or two, that could be a con o.O

Maybe this will get noticed and taken into consideration by Dark Byte o.O

This was suggested a few times before. It was always rejected though. I believe the reason was that, CE forums is supposed to be about CE and related topics, and that we didn't really need an entire subforum or forum devoted to graphics.
If you really want to talk about graphics, there's the Digital Art Showcases, or you can make a thread in Random Spam.

Well sections like MS are still related to the hacking of games and making of trainers, which I believe still counts.

Well seeing that's there's a forum called "General Gamehacking," it leads me to believe it's about game hacking in general. I'm sure that all the game subforums here started out using CE.

I was looking through those and majority of the people (at least the 2 I went to) thought that it would be good to have a sub section in either Random Spam or here o.O So I figure it didn't get noticed because it wasn't bumped enough or something so an admin couldn't see maybe o.O
