its because of the way browsers work

even when i set Header Expires to time() (meaning the browser will re-cache the image every time it loads a page with it), two of this image on the same page will always result in the same picture shown.

EDIT: my bad, its not that. its because the randomization function works on timestamps, meaning the random image changes every second. if your browser was slow enough to take more than a second to load the image, it would result in a random one.

i need to find a better way to randomize in php.
