I think if you +rep you have to wait 12hours before you can rep.
I think if you -rep you have to wait 24 hours before you can rep.

I got an error message saying I cannot +rep this user twice unless I change the reputation of someone else first.
e.g. +rep user A
+rep user A again (error appears)
+rep user B
+rep user A (still same error)
Anyone what's wrong here?

I have the same problem. Maybe it's meant to be. Maybe you just can't +rep someone 2 times ?

If you rep user B, you have to wait around 12 hrs to +rep person A again.

I know its 90,000 before you can rep someone again.
I think its the same for derep but Im not sure.
Also, you have to wait a minimum of 180,000 seconds to rep the same
person again, because you have to rep another person before repping that
person again.

I hardly +/-rep anyone unless they truly deserve it.
As for +rep user A again that is like 2+ after +rep user B, so +12 hours, 90,000, 180,000 seconds are not relevant.
