How do I cheat?

So I have this layer, and I want to load an image to that layer. When I try to drag and drop from folder to that layer, it opens the image in another window! How to load image in the current layer? :/

When you create that new layer, File > Place Image (or add image, I forget, can't check because I'm on my PS3)
