Actually MSS/MSS2 was made to keep spammers away, and MSS2 was made for pro sheet.

In Flash Section and Maplestory section, it's granted to people who helped the section(s) tremendously, and they're voted in by moderators (most likely.)

For a "RSS" section, I'd assume current members vote new members in. It'd be a "By the people, for the people" situation.
