...alright so the charger that came with it is at an output rate of 12 volts.
could i put in a 7 volt charger?
could i put on a 32 volt charger?
would they work as long as they fit or would it fry the laptop?
also would anything lower than 12 work?
would anything above 12 work?

I haven't studied in Electronics in a while but i'm pretty sure the 32v will fry ur laptop...
I wouldn't use the 7 either....
If you still have the old charger then write dow all the details...
Volt's isn't the only thing u have to make sure of....

| I recommend you use the original, a replacement, or an iGo equivalent. Electricity isn't harmless to electronics.

Something like 10 would be okay
but you should use the recommended 12 volts
30V if you want your laptop to be burned out

Wouldnt know for a fact but Im pretty sure you can use a bit lower voltage as the output voltage is still given the same amount in smaller volts
higher voltage then the one it already is, is unsafe..
But a bit lower then needed is most of the times okay

I'm not sure about laptops, but here's a little story about my friend...
I have a Hong Kong PS2, it runs at 240v, so I have a step up transformer that I carry around, I plugged it in and was playing some games, then I left for food.
My friend, seeing my PS2, briefly forgot that he had a Japanese Ps2 which runs at a lowly 110v, the result was that his PS2's power supply shorted, my transformer shorted, and the room smelt like burnt plastic for days.
I seriously recommend getting the correct voltage, a lower might charge it slightly slower, or not at all, and a higher might blow up your laptop.
Contact the manufacturer and ask them what's the safe range and go from there if you absolutely cannot get a 12v charger, there's sometimes a range that works relatively well, but at the same time I don't know why'd you have difficulty getting a 12v charger as they're pretty much available everywhere.

Yes you can run a little lower volatge but not 5v lower...
1 or 2 is acceptable but performance may decrease.
etc etc...
I'd recomend getting the full 12v but no higher...

This is nothing to do with how much voltage it needs to run a device. What you just talked about is the power scheme in different countries.
e.g. U.S. uses the 110v power scheme while UK uses the 240v power scheme.
But something does not fit right here. When you had your PS2 plugged in, it requires you to use a transformer. But when your friend plugged his in, his adapter and your transformer short circuited.
From the analysis, it has come to the conclusion that.
A. Subject 1 (you) are not in HK, but in a region which has the same power scheme and what the transformer was is a socket outlet sonverter adapter.
If your in HK then why you need a transformer?
B. Subject 2 (you friend) has a non-compatible adapter with the region you guys are in. He assumes his PS2 will work since the outlet shape seems similar, but it's not so it short circuit both his adapter and you transformer.
or it could be
C. The opposite, your in a region that does not have the right power scheme, So you use a transformer to convert 110v to 240 to power up your PS2. Your friend some how plugged into the same socket outlet where your transformer is plugged in, so your transformer may play a key role to the short circuiting. 
To the OP, just get the original adapter that came with your laptop.
Getting a universal one is an alternative, but I won't not recommend it since you will need to look at other factors.
